How to Read a Fragrance Safety Data Sheet: Section by Section
The Safety Data Sheet (SDS, formerly MSDS) is the single most requested document in fragrance trade. Customs officers, freight forwarders, Amazon compliance teams, and retail buyers all read it. Yet many importers treat it as a formality and only open it when something goes wrong.
A fragrance SDS must follow the 16-section structure defined by the UN Globally Harmonized System (GHS), with regional formatting under EU Regulation (EC) No 1907/2006 (REACH Annex II, amended by Regulation (EU) 2020/878) and US OSHA 29 CFR 1910.1200. Here is what to look for in each section.
Section 1: Identification
Confirms the product name, recommended use (for example, “fragrance compound for industrial use only”), and the supplier’s emergency telephone number. The product name here must match the label and the commercial invoice exactly. Mismatches in this section are the most common cause of customs queries.
Section 2: Hazard Identification
This is the section customs and retailers read first. Look for:
- GHS classification, e.g., Flam. Liq. 3, Skin Sens. 1, Aquatic Chronic 2.
- Pictograms (GHS02 flame, GHS07 exclamation mark, GHS09 environment).
- Signal word: “Danger” or “Warning”.
- Hazard statements (H-codes), e.g., H226 Flammable liquid and vapour, H317 May cause an allergic skin reaction, H411 Toxic to aquatic life with long lasting effects.
- Precautionary statements (P-codes) that drive label wording.
If your finished product is a diluted reed diffuser or candle, request the SDS for the finished product, not just the concentrate. The classification often changes after dilution.
Section 3: Composition / Information on Ingredients
Lists hazardous components above their cut-off limits, with CAS numbers, EC numbers, and concentration ranges. For fragrance compounds, you will typically see entries such as “Fragrance (Parfum)” plus individual allergens like Linalool (CAS 78-70-6) or Limonene (CAS 5989-27-5). Under EU CLP Annex II, the exact percentage may be withheld as a trade secret, but ranges are mandatory.
Section 4: First-Aid Measures
Standard wording for inhalation, skin contact, eye contact, and ingestion. Verify that “no special treatment” or specific medical advice is consistent with the hazards in Section 2.
Section 5: Fire-Fighting Measures
Critical for warehouse and shipping decisions. Note the suitable extinguishing media (usually foam, CO2, dry powder), unsuitable media (often a straight water jet), and specific hazards such as aromatic vapour buildup.
Section 6: Accidental Release Measures
Spill response, personal precautions, and environmental precautions. If the SDS recommends containment away from drains, your warehouse SOP must reflect that.
Section 7: Handling and Storage
Look for storage temperature ranges, ventilation requirements, and incompatibilities (strong oxidizers are a typical entry). For alcohol-based perfumes, expect grounding and bonding requirements.
Section 8: Exposure Controls / Personal Protection
Includes occupational exposure limits (OELs) such as the US OSHA PEL or EU DNEL/PNEC values, plus PPE recommendations. For a finished candle this section is usually brief; for bulk fragrance concentrate it should be detailed.
Section 9: Physical and Chemical Properties
The fields buyers use most:
- Flash point (closed cup, degrees C). Below 60 degrees C generally means Class 3 flammable for transport.
- Boiling point and vapour pressure.
- Density / relative density for cargo calculations.
- Solubility in water and solvents.
- pH where relevant.
A diffuser liquid with a flash point of 65 degrees C may ship as non-DG, while one at 55 degrees C is regulated. A 10-degree difference can change your freight cost dramatically.
Section 10: Stability and Reactivity
Confirms whether the product is stable under recommended storage and lists conditions to avoid (heat, sunlight) and hazardous decomposition products (often carbon monoxide and carbon dioxide on combustion).
Section 11: Toxicological Information
Acute toxicity (LD50/LC50 values), skin and eye irritation, sensitization, and chronic effects. Skin Sens. 1 entries here must align with the allergen declaration on your label.
Section 12: Ecological Information
Aquatic toxicity data, persistence, and bioaccumulation potential. This section drives the GHS09 environment pictogram and any “do not dispose of in drains” wording.
Section 13: Disposal Considerations
Waste code recommendations (in the EU, often 07 05 14 or 20 01 25 depending on context) and disposal methods.
Section 14: Transport Information
The most operationally important section for importers. Required fields:
- UN number (e.g., UN 1266 Perfumery products, UN 1170 Ethanol solutions).
- Proper shipping name.
- Transport hazard class (3, 9, or “Not regulated”).
- Packing group (II or III).
- Marine pollutant yes/no.
- Special provisions, e.g., IMDG SP 961 or IATA A192 for limited quantities.
Section 15: Regulatory Information
Lists applicable regulations: REACH, CLP, TSCA, Prop 65, MoCRA, K-REACH, and so on. Confirm your destination market appears here.
Section 16: Other Information
Revision date, version number, legend of abbreviations, and the author’s contact. Always check the revision date against your purchase order. An SDS older than the production batch is a red flag during audits.
A Practical Reading Order
For a first review, read Sections 2, 9, 14, and 16 first. They tell you whether the product is hazardous, what its flash point is, how it ships, and whether the document is current. The remaining sections support labeling, warehousing, and emergency response.
