The Complete Fragrance Compliance Document Checklist for Importers

Most customs holds, retailer rejections, and marketplace takedowns in the fragrance category are not caused by the product itself. They are caused by missing, expired, or inconsistent paperwork. A reed diffuser that is perfectly safe can sit in a bonded warehouse for weeks simply because the Safety Data Sheet revision date does not match the label, or because the IFRA certificate references an older fragrance version.

1. Pre-Order Documents (Collect Before You Pay the Deposit)

These confirm that the factory and the formulation are legitimate before money changes hands.

• Business license of the manufacturer (in China, the unified social credit code on the 营业执照).
• ISO 9001 certificate (quality management) and, where relevant, ISO 22716 (cosmetic GMP) for skin-contact products such as perfume and body mist.
• IFRA membership or conformity statement confirming the fragrance house follows the current IFRA Standards (51st Amendment as of 2025).
• REACH registration summary for substances manufactured or imported above 1 tonne per year in the EU.
• Restricted Substance List (RSL) declaration signed by the factory.

Verify certificate validity directly on the issuing body’s website. A PDF can be edited; a registry entry cannot.

2. Product-Level Technical Documents (Per SKU)

Request these for every individual fragrance, candle, diffuser, or essential oil SKU.

• Safety Data Sheet (SDS), 16 sections, GHS/CLP-compliant, dated, with revision number. Format must follow Regulation (EU) 2015/830 (EU) or OSHA HazCom 2012 (US).
• IFRA Certificate of Conformity stating product category (e.g., Category 4 for fine fragrance, Category 9 for rinse-off, Category 12 for non-skin home products), the maximum use level, and the IFRA amendment version.
• Allergen declaration listing all 26 EU fragrance allergens (expanding to 80+ under Regulation (EU) 2023/1545) above 0.001% in leave-on or 0.01% in rinse-off products.
• Technical Data Sheet (TDS) with physical properties: appearance, odor, specific gravity, flash point, refractive index, solubility, shelf life.
• Certificate of Analysis (CoA) for the specific batch being shipped, including GC/MS data for essential oils.
• MSDS transport classification confirming UN number, packing group, and whether the SKU is dangerous goods (e.g., UN 1266 for perfumery products, Class 3).

3. Packaging and Labeling Documents

• Label artwork PDF with dielines, in the destination market’s required language(s).
• CLP label proof for EU/UK showing pictograms, signal words, hazard statements (H-codes), and precautionary statements (P-codes).
• UFI code confirmation for products notified to EU poison centers under Annex VIII of CLP.
• California Proposition 65 warning text if selling in the US state.
• Child-resistant closure certification where applicable (e.g., for certain hazardous diffuser liquids under ISO 8317).

4. Shipment-Level Documents

These travel with the goods and are reviewed by customs brokers.

• Commercial invoice with HS codes (commonly 3303.00 for perfumes, 3307.41/3307.49 for home fragrance, 3301 for essential oils, 3406.00 for candles).
• Packing list with carton count, net/gross weight, and dimensions.
• Bill of Lading or Air Waybill.
• Certificate of Origin (general CO, Form E for ASEAN, Form A for GSP markets).
• Dangerous Goods Declaration (DGD) in IATA/IMDG format if the cargo is classified as DG.
• Insurance certificate when shipping CIF or CIP.

5. Market-Specific Registrations

• EU/UK: CPNP notification reference for cosmetic fragrances (Regulation (EC) No 1223/2009).
• EU: Product Information File (PIF) held by the Responsible Person, including the Cosmetic Product Safety Report (CPSR).
• EU: Poison center notification (PCN) reference for hazardous mixtures.
• USA: FDA MoCRA facility registration and product listing for cosmetics, effective for fragrance products since 2024.
• Canada: Cosmetic Notification Form (CNF) to Health Canada.
• Australia: NICNAS / AICIS registration for industrial chemicals including synthetic fragrance ingredients.

6. Quality and Audit Records

• Stability test report (typically 3 months accelerated at 40-45 degrees C plus real-time data).
• Compatibility test report between fragrance and packaging.
• Burn test report for candles, following ASTM F2417 or EN 15493.
• Heavy metals and phthalate test reports from a third-party lab (SGS, Intertek, Bureau Veritas, TUV).
• Factory audit report (BSCI, Sedex/SMETA, or customer-specific).

How to Keep It Manageable

Build a single shared folder per SKU with version-controlled filenames, for example: AROMISO-RD-250ML-SDS-v3-2025-06-30.pdf. Insist that the factory updates documents whenever the formulation changes, even slightly, and that the SDS revision date is no older than the production date of the batch you receive.
