Rail Freight: The Middle Option

Non-DG candles and diffusers ship without restriction. DG essential oils (Class 3) require pre-approval and are accepted only on select services.

EU Regulatory Compliance for Fragrance Products

This is where European imports differ most from US imports. Non-compliance results in customs seizure, not just fines.

REACH Regulation (EC 1907/2006)

  • Fragrance substances imported above 1 tonne per year per substance require REACH registration.
  • As a buyer, confirm your supplier’s fragrance compounds are REACH-registered or covered by an Only Representative (OR).

  • The International Fragrance Association sets usage limits for fragrance materials.
  • EU market surveillance authorities check IFRA compliance during product safety inspections.
  • Request an IFRA certificate of compliance for each fragrance formulation.

General Product Safety Regulation (GPSR, EU 2023/988)

  • Effective December 2024, all consumer products in the EU require an EU-based Responsible Person.
  • Your label must include the Responsible Person’s name and address.
  • Non-EU manufacturers must appoint an Authorized Representative.

Post-Brexit: UK Shipments
