This guide provides a complete documentation checklist organized by shipment stage, with country-specific notes for major import markets.

Core Documents Required for Every Shipment

These documents are universally required regardless of destination country:

1. Commercial Invoice

Must include:

  • Seller and buyer full legal names and addresses
  • Invoice number and date
  • Detailed product description (not just “candles” — specify “scented soy wax candles in glass jars, 200g, lavender fragrance”)
  • HS code for each line item
  • Unit price, quantity, and total value per item
  • Currency of transaction
  • Incoterm (e.g., FOB Shenzhen, CIF Hamburg)
  • Country of origin
  • Payment terms

Common error: Vague product descriptions. “Home fragrance products” will trigger an inspection. “Scented paraffin candle, glass vessel, 300g, vanilla scent, HS 3406.00.00” will not.

2. Packing List

Must include:

  • Number of cartons/pallets
  • Dimensions of each carton (L x W x H in cm)
  • Gross weight and net weight per carton
  • Total gross weight, net weight, and volume (CBM)
  • Pallet configuration (cartons per pallet, pallet dimensions)
  • Package marks and numbers

3. Bill of Lading (B/L)

  • Ocean shipments: Original B/L (3/3 set) or telex/express release
  • Air shipments: Air Waybill (AWB)
  • Must match the commercial invoice in shipper, consignee, and cargo description
  • Discrepancies between B/L and invoice are the number-one cause of customs holds

4. Certificate of Origin (CO)

5. MSDS / Safety Data Sheet (SDS)

6. Insurance Certificate

Warning: Misclassification is the most common customs violation. If you declare reed diffusers as “home decorations” (HS 9505) to avoid chemical regulations, you risk penalties of 2–4x the duty owed plus seizure.

Common Rejection and Delay Reasons

  1. Invoice value appears too low. Customs authorities maintain reference price databases. A candle declared at $0.50 when the market reference is $2.00 triggers a valuation inquiry. Solution: provide payment proof (bank transfer records, L/C) if requested.

  2. MSDS/SDS language mismatch. An English-only SDS submitted to French customs will be rejected. Provide SDS in the destination language.

  3. B/L and invoice discrepancy. Different product descriptions, weights, or party names between documents cause automatic holds. Review all documents for consistency before submission.

  4. Missing or expired certificates. COs, test reports, and SDS documents have validity periods. An SDS older than 3 years may be rejected.

  5. Incomplete ISF filing (US). Missing manufacturer name/address or container stuffing location results in $5,000 penalties and cargo holds.

  6. Wooden packaging without ISPM 15 mark. Non-fumigated wooden pallets trigger rejection or mandatory treatment at the importer’s cost ($200–$500).
