Private Label Design: Label, Box, and Insert Requirements

Packaging design for private label fragrance products sits at the intersection of brand expression, regulatory compliance, and production feasibility. A visually stunning label that omits a mandatory allergen declaration will be rejected at EU customs. A box designed without accounting for the factory’s folding and gluing capabilities will incur manual assembly surcharges. This guide covers the technical requirements that bridge design intent and production reality.

Regulatory Text: What Must Appear and Where

Mandatory text varies by destination market. For the EU (Regulation (EC) No 1223/2009 and CLP Regulation (EC) No 1272/2008):

  • Product function and contents (e.g., “Room Fragrance / 100 mL e”)
  • Ingredient list using INCI nomenclature, or for non-cosmetic home fragrance, the CLP hazard and precautionary statements
  • Named allergens (26+ substances listed in Annex III) above 0.001% in leave-on or 0.01% in rinse-off products
  • Manufacturer or responsible person name and EU address
  • Country of origin (“Made in China” or equivalent)
  • Batch or lot number
  • Period after opening (PAO) symbol if applicable, or best-before date
  • CLP pictograms and signal words if the product is classified as hazardous (e.g., flame pictogram for ethanol-based sprays above 24% ABV)

For the US market (FDA 21 CFR 701 for cosmetics, FTC Fair Packaging and Labeling Act for consumer goods):

  • Identity of the product
  • Net contents in both metric and US customary units (e.g., “3.4 FL OZ / 100 mL”)
  • Manufacturer or distributor name and address
  • Ingredient declaration in descending order of predominance
  • Warning statements where required (e.g., “Keep away from flame” for aerosol or alcohol-based products)

Placement rule: mandatory text must be on the principal display panel (PDP) or information panel, legible at normal retail display distance. Minimum font height for net contents under EU rules is 3 mm for packages over 200 mL, 2 mm for 50-200 mL. Under US rules, minimum type size for net quantity is 1.6 mm (1/16 inch) for packages under 5 square inches of PDP area.

Barcode Requirements

EAN-13 (international) or UPC-A (North America) must meet ISO/IEC 15420 print quality grade C or better, with quiet zones of at least 2.5 mm each side. Place on a flat surface with no curvature exceeding 25 degrees; on cylindrical bottles, orient bars parallel to the cylinder axis. Standard EAN-13 at 100% is 37.29 mm x 25.93 mm; reduction to 80% is permitted. Use dark bars (black, dark blue, dark green) on a light background; red bars fail most scanner lasers.

Adhesive selection matters for fragrance products: essential oils and solvents can migrate through paper labels and degrade standard acrylic adhesives. Specify a solvent-resistant adhesive (rubber-based or high-tack acrylic) for any label in direct contact with the product or on a surface where spillage is likely.

Box Construction and Material

  • Folding carton (SBS or C1S, 300-400 gsm): standard for mid-market. Clay-coated for sharp reproduction. Score lines must account for grain direction to prevent cracking.
  • Rigid box (greyboard 1.5-3 mm wrapped in printed paper): premium tier. Adds USD 0.80-2.50 per unit but provides structural protection and unboxing experience.
  • Corrugated mailer (E-flute or F-flute, 1.2-1.8 mm): for DTC shipping. Must pass ISTA 3A drop and vibration testing for e-commerce fulfillment.
  • Offset lithography: best for folding cartons and inserts at quantities above 3,000 units. CMYK plus up to 2 spot colors. Resolution 300 DPI. Setup cost USD 200-500 per color; per-unit cost drops sharply above 5,000.
  • Digital print (HP Indigo or toner-based): viable for runs of 500-3,000 units. No plate cost. Slightly lower color gamut than offset. Per-unit cost is 2-3x offset at 10,000 units but competitive below 2,000.
  • Flexography: used for pressure-sensitive labels and shrink sleeves. Fast, cost-effective at high volumes (10,000+ labels). Resolution 150-175 DPI, lower than offset.
  • Screen printing: for direct-to-bottle application or thick ink effects (raised text, opaque white on dark glass). Slow, best for simple 1-2 color designs.
  • Finishing: spot UV, soft-touch lamination, foil stamping (hot or cold), embossing, and debossing add perceived value. Each adds USD 0.05-0.30 per unit and 3-5 days to the production schedule.

Insert and Leaflet Requirements

If the product requires safety text, usage instructions, or multi-language content that does not fit on the label, use an 80-120 gsm insert in bi-fold or tri-fold format. Confirm folded dimensions against the factory’s box dieline before finalizing. For EU distribution requiring up to 24 languages, use a grid layout with country codes at minimum 6 pt body text. Include recycling codes (PAP 21, PET 01) and any retailer-specific symbols.

Pre-Press Checklist Before Sending Artwork to the Factory

  1. All text converted to outlines or fonts embedded.
  2. Color mode CMYK; spot colors referenced by Pantone code.
  3. Bleed 3 mm on all trim edges; critical text 5 mm inside trim.
  4. Barcode verified with a grading tool (e.g., Axicon verifier) before print.
  5. Dieline confirmed against the factory’s physical sample or CAD drawing.
  6. Regulatory text reviewed by a compliance specialist for the destination market.
  7. File format: print-ready PDF/X-4 or AI with linked images embedded.

Sending artwork that meets these seven criteria eliminates the most common pre-press delays and ensures the factory can proceed to plate-making or digital print without revision cycles.
