The Eco-Label Landscape for Home Fragrance

European consumers increasingly use eco-labels as purchase decision shortcuts. A 2024 Eurobarometer survey found that 67% of EU consumers consider environmental labels when buying household products. For B2B buyers sourcing candles, diffusers, and room sprays from Chinese manufacturers, understanding which eco-labels apply to fragrance products and what they require is essential for retail positioning and regulatory alignment.

Unlike food or electronics, home fragrance products do not have a single dominant eco-label. The applicable scheme depends on product type, target market, and whether the product is classified as a cosmetic, a biocidal product, or a general consumer good.

The EU Ecolabel (Regulation EC 66/2010) is the most broadly recognized environmental label across all 27 EU member states plus Norway, Iceland, and Liechtenstein.

Applicability to fragrance products: The EU Ecolabel criteria cover “cosmetic products” (Commission Decision 2021/1870) which includes rinse-off and leave-on personal care fragrances. Home fragrance products (candles, reed diffusers) are not currently covered by a dedicated product group, though the European Commission’s 2024 work program includes a feasibility study for “household products” that may encompass room fragrances by 2027.

For applicable products, criteria restrict CMR substances, require minimum biodegradability of surfactants, limit packaging weight-to-product ratios, and mandate recycled content in plastic packaging. Application fees range from EUR 200 to EUR 1,500 depending on member state, plus annual fees of EUR 100-500.

Practical value: Even where not directly applicable, referencing EU Ecolabel criteria in your product specification signals alignment with the strictest European environmental standards and simplifies future compliance if product group coverage expands.

Nordic Swan Ecolabel

The Nordic Swan (managed by the Nordic Ecolabelling Board) is recognized across Denmark, Finland, Iceland, Norway, and Sweden. It covers a broader product range than the EU Ecolabel.

Applicability: Nordic Swan criteria exist for “cosmetic products” (version 5.0, valid until 2027) covering perfumes, deodorants, and personal fragrance. Candle products fall under “candles and decorative items” criteria where available. Reed diffusers and room sprays may qualify under “household cleaning products” criteria if marketed with cleaning or deodorizing claims.

Key requirements:

  • Prohibition of substances classified as SVHC under REACH.
  • Maximum 5% non-biodegradable organic content in rinse-off formulations.
  • Packaging: minimum 30% recycled plastic or full recyclability demonstration.
  • Restricted fragrance allergens: the 26 EU-declarable allergens are limited to 0.01% in leave-on products.

Costs: Application fee of approximately NOK 3,000-5,000 (USD 280-470). Annual license fee based on product turnover, typically NOK 5,000-30,000 (USD 470-2,800). On-site audit required for first-time applicants.

Blue Angel (Blauer Engel, Germany)

Germany’s Blue Angel is the oldest eco-label globally (established 1978) and carries strong consumer trust in DACH markets.

Applicability: Blue Angel criteria exist for “candles” (RAL-UZ 195) covering emissions during burning, raw material sourcing, and packaging. Criteria require:

  • Maximum soot index of 1.0 (measured per DIN EN 15426).
  • No heavy metals in wicks (lead, zinc limits per DIN EN 15426).
  • Palm oil and palm kernel oil must be RSPO-certified if used.
  • Paraffin content limited; preference for renewable raw materials.
  • Packaging must be recyclable and free from PVC.

Costs: Application fee EUR 350. Annual label fee EUR 220 per product plus a turnover-based component (0.01% of labeled product revenue, capped at EUR 5,500 per year).

Other Relevant Labels

ECOCERT / COSMOS: Primarily for natural and organic cosmetics. COSMOS certification applies to personal fragrance products (perfumes, body mists) but not home fragrance. Certification costs EUR 1,500-4,000 per site audit.

Cradle to Cradle Certified: Applicable to any product category including candles and diffusers. Assesses material health, product circularity, clean air and climate protection, water and soil stewardship, and social fairness. Certification costs USD 10,000-50,000 depending on product complexity and desired level (Bronze through Platinum).

Green Seal (USA): Covers household products but has no specific fragrance criteria. Relevant for room sprays marketed as air care products. Application costs approximately USD 3,000-7,000.

Implementation Guidance for B2B Buyers

  1. Identify your primary retail channel. Mass-market EU retailers (Carrefour, Tesco) recognize EU Ecolabel and Nordic Swan. Specialty retailers (dm, Alnatura) prioritize Blue Angel and COSMOS. Premium department stores respond to Cradle to Cradle.

  2. Engage your manufacturer early. Eco-label criteria constrain formulation (restricted substances, biodegradability thresholds) and packaging (recycled content, recyclability). Involve your Chinese manufacturing partner at the product development stage to avoid reformulation after tooling is complete.

  3. Budget for compliance testing. Nordic Swan and Blue Angel require emission testing for candles (soot, heavy metals, PAHs). Testing at accredited European laboratories costs EUR 500-1,500 per SKU. Chinese laboratories accredited to ISO 17025 (SGS Shanghai, TUV Shenzhen) can perform equivalent tests at 40-60% lower cost.

  4. Plan 6-12 months for certification. Documentation preparation, testing, audit scheduling, and label approval typically require two quarters. Factor this into your product launch timeline.

  5. Maintain annual compliance. All schemes require annual fees, periodic surveillance audits, and immediate notification of formulation changes. Budget EUR 1,000-5,000 per year per label for ongoing compliance administration.

Eco-labels are market access tools as much as environmental credentials. Selecting the right label for your target geography and retail channel protects your investment and maximizes consumer-facing value.
