Export Licenses and Documentation for Fragrance from China

China is the world’s largest exporter of fragrance, candle, and essential oil products, but exporting these goods legally requires a stack of licenses and registrations that buyers rarely see and even more rarely verify. When a shipment is held at customs or a marketplace requests proof of legal export, the missing document is usually one of these.

This article lists the licenses and registrations a legitimate Chinese fragrance exporter should hold, the documents that travel with each shipment, and how a buyer can verify them.

1. Core Business Licenses

Business License (营业执照)

Issued by the State Administration for Market Regulation (SAMR). It carries the Unified Social Credit Code, an 18-character identifier that appears on every official document. Verify the license on the National Enterprise Credit Information Publicity System at gsxt.gov.cn. The business scope should include the manufacture and sale of fragrance, cosmetics, daily chemicals, or candles, depending on the product.

Foreign Trade Operator Filing

Historically a separate filing with the Ministry of Commerce (MOFCOM). Since the 2022 amendment to the Foreign Trade Law, the standalone filing was abolished, but the exporter must still be registered with customs (see below) and may hold legacy MOFCOM certificates.

2. Customs Registration

Customs Registration Certificate (海关报关单位注册登记证书)

Issued by the General Administration of Customs of China (GACC). It carries the customs registration code, a 10-digit number used on every customs declaration. Without it, the factory cannot legally declare exports.

GACC Exporter/Producer Registration

For specific product categories, GACC maintains additional registries. For cosmetics, the manufacturer must comply with the cosmetic supervision rules of the destination market (NMPA registration is required for products sold inside China; export products follow the destination market’s rules). For essential oils and certain raw materials, phytosanitary registration may apply.

3. Product-Specific Licenses

Cosmetic Production License (化妆品生产许可证)

Required for any factory manufacturing cosmetic products, including perfume, body mist, and scented body care. Issued by the provincial drug administration under the National Medical Products Administration (NMPA). The license number follows the format “X妆XXXXXXXX” and is verifiable on the NMPA website. A factory making only home fragrance (candles, diffusers) does not need this license, but a factory making both must hold it for the cosmetic line.

Industrial Product Permits and Standards Compliance

For candles and home fragrance, the factory should comply with relevant GB standards (for example, GB/T 22256 for candles) and may hold voluntary certifications. For products containing ethanol, hazardous chemical handling permits may apply at the provincial level.

Hazardous Chemicals Business License (危险化学品经营许可证)

Required if the factory stores or handles bulk ethanol or other listed hazardous chemicals above defined thresholds. Issued by the local emergency management bureau.

4. Quality and Management System Certifications

Not legally required for export, but expected by serious buyers:

  • ISO 9001 quality management.
  • ISO 22716 cosmetic GMP, for cosmetic fragrance products.
  • ISO 14001 environmental management.
  • ISO 45001 occupational health and safety.
  • BSCI, Sedex/SMETA, or amfori social compliance audits.

Verify each certificate on the issuing body’s website. Accredited certificates carry the accreditation mark (CNAS in China, plus international equivalents like UKAS, ANAB, or DAkkS).

5. Documents That Travel With Each Shipment

For every export consignment, the factory should provide:

  • Commercial invoice with full description, HS codes, unit prices, total value, and Incoterms.
  • Packing list with carton count, dimensions, and net/gross weights.
  • Bill of Lading (sea) or Air Waybill (air).
  • Customs declaration form (报关单) copy, showing the customs registration code and declared value.
  • Certificate of Origin, non-preferential (CCPIT or GACC) or preferential (Form E, RCEP, ChAFTA, etc.) as required.
  • Safety Data Sheet for each SKU, in the destination market’s format.
  • Certificate of Analysis per batch.
  • IFRA Certificate of Conformity for fragrance compounds.
  • Dangerous Goods Declaration in IATA or IMDG format if the cargo is classified as DG (perfumery products under UN 1266 are common).
  • Fumigation certificate for wooden packaging, per ISPM 15.
  • Insurance certificate for CIF or CIP shipments.
  • Inspection certificate from a third-party lab (SGS, Intertek, Bureau Veritas, TUV) when required by the buyer or the letter of credit.

6. Destination-Market Documents the Factory Supports

The factory does not file these directly, but must provide the data:

  • EU CPNP notification data and PIF/CPSR inputs for cosmetic fragrances.
  • EU CLP labeling data, including UFI codes for poison center notification.
  • US FDA MoCRA facility registration data and product listing inputs.
  • Canada Cosmetic Notification Form data.
  • Australia AICIS registration data for industrial chemicals.
  • REACH registration summaries for substances imported into the EU above 1 tonne per year.

7. How Buyers Can Verify

  1. Search the Unified Social Credit Code at gsxt.gov.cn. Confirm the legal representative, registered capital, business scope, and that the entity is in good standing.
  2. Check the customs registration code with the factory’s customs broker or via the GACC public query system.
  3. Verify the cosmetic production license on the NMPA website (nmpa.gov.cn) for any cosmetic SKU.
  4. Validate ISO certificates on the issuing body’s website, not from the PDF alone.
  5. Request the latest customs declaration copy from a previous shipment (with sensitive pricing redacted if necessary) to confirm the factory regularly exports the relevant HS codes.
  6. Cross-check the business license address against the actual factory address during a site visit or video audit.

Common Red Flags

  • A trading company presenting itself as a manufacturer without disclosing the actual factory.
  • A business license scope that does not cover the product being sold.
  • ISO certificates issued by unaccredited bodies.
  • Refusal to share a redacted customs declaration.
  • A cosmetic production license that does not cover the specific product category.
  • SDS documents without revision dates or in the wrong format for the destination market.
