Candle Lead Testing Requirements: CPSC Limits and Test Methods

Lead-core wicks were banned in the United States in 2003, but lead in candles remains an active enforcement area. The Consumer Product Safety Commission (CPSC) continues to detain imports, issue recalls, and pursue civil penalties against sellers of candles with lead-containing wicks. For B2B buyers, lead testing is a non-negotiable line item in any candle sourcing programme, and the documentation requirements extend beyond the wick to the wax, fragrance, and decorative components.

The Regulatory Basis

The US ban is implemented through:

  • 16 CFR 1500.17(a)(13) — bans candles with wicks containing more than 0.06 percent lead by weight, and the manufacture, sale, or import of such candles.
  • Consumer Product Safety Improvement Act (CPSIA) Section 101 — sets total lead limits for children’s products at 100 ppm in substrate and 90 ppm in surface coatings.
  • ASTM F2543 — Standard Guide for Determination of Lead Content in Candle Wicks, the screening method referenced by CPSC.
  • ASTM F2612 — Standard Test Method for Determination of Lead Content in Candle Wicks, the quantitative laboratory method.
  • ASTM F2058 — Standard Specification for Candle Fire Safety Labeling, often audited alongside lead compliance.

The 0.06 percent (600 ppm) limit applies to the wick itself. CPSIA limits apply to children’s candles, which are subject to the stricter 100 ppm substrate limit.

Why Lead Was Used and Where It Hides

Lead was historically added to wick cores to keep them upright in soft wax and produce a steadier flame. Modern compliant wicks use zinc, tin, paper, or cotton cores. Lead can still appear in:

  • Non-compliant wick cores, particularly from unverified sub-suppliers.
  • Decorative metal inserts and embedded charms.
  • Pigments and dyes, especially older chrome yellow or lead-based ceramic glazes on decorative containers.
  • Recycled wax contaminated with previous lead-core production runs.
  • Painted or printed decorations on the candle surface.

Test Methods

Screening: ASTM F2543

A rapid wipe or solution test using sodium rhodizonate or a commercial lead test swab.

  • A white cotton wick is rubbed with the reagent.
  • A pink or red colour change indicates the presence of lead.
  • Result is qualitative: positive or negative.

This is a screening test only. A positive screen requires confirmation by a quantitative method.

Quantitative: ASTM F2612

The wick is digested in acid and analysed by:

  • Inductively Coupled Plasma Optical Emission Spectroscopy (ICP-OES) per ASTM E1621, or
  • Inductively Coupled Plasma Mass Spectrometry (ICP-MS) per EPA 6020, or
  • Atomic Absorption Spectroscopy (AAS) per EPA 7000B.

The result is reported as percent lead by weight in the wick.

Sampling Plans

A defensible sampling plan includes:

  • Pre-production wick lot testing before any production run.
  • In-line testing at a defined AQL, commonly 0.65 critical / 1.5 major.
  • Finished goods testing on every production lot, with at least one wick per SKU per lot.
  • Annual third-party verification at a CPSC-accepted or ISO 17025-accredited laboratory.

For high-volume programmes, buyers typically test 5 wicks per SKU per lot by screening method, with any positive escalated to quantitative confirmation.

Documentation Buyers Should Require

  • Wick supplier declaration stating wick composition, core material, and absence of lead.
  • ASTM F2612 quantitative report from an ISO 17025-accredited laboratory.
  • CPSIA total lead report for any candle marketed to or intended for children.
  • Heavy metal panel (lead, cadmium, mercury, hexavalent chromium) for decorated and painted components, particularly for EU markets under REACH Annex XVII and EN 71-3.
  • Lot traceability linking the test report to the production batch.

Common Failure Modes

  • Sourcing wicks from a sub-supplier different from the one declared in the technical file.
  • Decorative metal charms failing total lead even when the wick passes.
  • Recycled wax streams carrying legacy contamination.
  • Surface-printed labels or decorations exceeding the 90 ppm coating limit on children’s products.
  • Test reports older than the production lot they claim to cover.

Beyond the US Market

Other markets impose additional requirements:

  • EU REACH Annex XVII Entry 63 restricts lead in articles supplied to the general public.
  • EU Toy Safety Directive 2009/48/EC applies if the candle is marketed as a toy or novelty, with migration limits per EN 71-3.
  • Canada Consumer Chemicals and Containers Regulations and SOR/2011-17 impose parallel limits.
  • Australia ACCC enforces a permanent ban on lead-core wicks under the Consumer Goods (Candles) Safety Standard 2020.

Closing Note

Lead in candles is a solved problem technically, but enforcement remains active because non-compliant wicks still appear in global supply chains. Buyers who require ASTM F2612 quantitative testing on every production lot, plus CPSIA total lead testing for any children’s product, eliminate the entire risk class.
