K-REACH: Chemical Registration
The Act on Registration and Evaluation of Chemical Substances (K-REACH, Act No. 19112, effective 2019, amended 2023) requires any entity importing chemical substances above 1 tonne per year per substance to register with the National Institute of Environmental Research (NIER).
Practical implications for fragrance imports:
- A reed diffuser with 15 fragrance ingredients imported in 10,000-unit batches likely exceeds the 1-tonne threshold per substance, triggering registration.
- Candles with 8-10% fragrance load in 200g units contain 16-20g per unit. At 50,000 units annually, individual substances may or may not exceed 1 tonne depending on concentration.
Registration process:
- Identify CAS numbers for all components above 0.1% w/w
- Prepare toxicological and physicochemical data (reduced data set for substances below 10 tonnes/year)
- Submit via ChemPortal (chemportal.go.kr); review takes 30-90 days
- Receive registration certificate, referenced on labels and import documents
Costs and timeline:
- Registration per substance: KRW 3-20 million (USD 2,200-15,000)
- Consulting fees for foreign suppliers: KRW 5-10 million per project
- Total timeline: 3-6 months from identification to certificate
Note: Fragrance products inherently release chemicals (their function), so the “finished article” exemption rarely applies.
KC Certification
The Korea Certification (KC) mark is administered by KATS under the Framework Act on Consumer Product Safety.
Candles (HS 3406.00):
- Must comply with KC 1003: flame height limits, stability testing, drip resistance, heavy metal limits (lead wicks prohibited)
- Testing at KATS-accredited labs (KTL, KTR, FITI): KRW 300,000-800,000 per SKU
- Processing: 2-4 weeks from sample submission
Reed diffusers (HS 3307.49):
- Subject to Chemical Products Safety Act if containing hazardous chemicals above thresholds
- Child-resistant packaging required for harmful/toxic classifications
Electric diffusers:

Korean Labeling Requirements
All consumer fragrance products must carry Korean (Hangul) labels with:
- Product name in Korean
- Full ingredient list (Korean chemical nomenclature)
- Net content (metric units)
- Manufacturing and expiry dates
- Manufacturer name and country of origin
- Importer name, business registration number, and phone number
- K-REACH registration numbers for registered substances
- KC mark and certification number (applicable products)
- Safety warnings in Korean (fire, children, flammability)
- First-aid instructions
Format rules: Minimum 8pt font for mandatory info; labels must be affixed (not hang tags); Korean text cannot be smaller than any foreign text. Non-compliance triggers recall orders and fines of KRW 10-50 million (USD 7,400-37,000).
Customs Clearance
Busan Port handles 75% of containerized imports from China. Transit from Shanghai: 3-5 days.
Procedure:
- Import declaration via UNI-PASS system by licensed customs broker
- HSK classification (10-digit Korean extension of HS codes)
