How to Place a Bulk Order for Fragrance Oils from China

How to Place a Bulk Order for Fragrance Oils from China

Ordering fragrance oils in bulk from China can reduce your per-kilogram cost by 40-60% compared to domestic distributors. But the process involves more steps than clicking “add to cart” at a local wholesaler. This guide walks through the entire workflow from initial inquiry to delivery at your warehouse.

Defining “Bulk” in Fragrance Oil Terms

Fragrance oil factories in China typically structure pricing around these volume tiers:

VolumeTypical Price Range (per kg)Notes
1-5 kg$45-$90Sample or trial order; highest per-unit cost
25-100 kg$25-$55Small production run; standard drum packaging
100-500 kg$15-$38Mid-volume; price negotiation leverage begins
500-2,000 kg$10-$28Full pallet orders; custom blending justified
2,000+ kg$8-$22Container-level; best pricing, longest lead time

Prices vary enormously based on complexity. A single-note synthetic oil (e.g., vanilla) sits at the low end. A 30-component fine fragrance compound with natural absolutes sits at the high end.

Step 1: Prepare Your Specification Sheet

Before contacting factories, document:

  • Application: candle, reed diffuser, soap, room spray, or cosmetic use (this determines required safety standards)
  • Scent description or reference sample
  • Required concentration (e.g., 100% pure compound vs. pre-diluted at 20% in DPG)
  • Target flash point (important for shipping classification; above 60C avoids some hazmat surcharges)
  • Compliance needs: IFRA certificate, SDS (Safety Data Sheet), allergen declaration, EU CLP labeling
  • Estimated annual volume (factories price more aggressively with volume commitments)

A complete specification sheet reduces the quotation cycle from 5-7 days to 1-2 days.

Step 2: Request and Evaluate Samples

Order samples from 3-5 factories. Expect to pay $30-$80 per sample (25-50ml) plus $35-$60 courier shipping via DHL or FedEx (5-7 days transit).

Evaluate samples for:

  • Scent accuracy against your reference
  • Throw and longevity in your intended application (test in actual candles or diffusers, not just on paper strips)
  • Color and clarity (some naturals cause yellowing over time)
  • Compatibility with your base materials (wax, alcohol, carrier oil)

Request an SDS and IFRA compliance certificate with every sample. A factory that cannot provide these documents is not suitable for export markets.

Step 3: Negotiate Pricing and Terms

Once you select a supplier, negotiate:

Price: Ask for tiered pricing. If you need 200 kg now but project 1,000 kg annually, share that forecast. Many factories will price at the 500 kg tier if you sign a 12-month purchase intent letter.

Payment terms: Standard is 30% T/T deposit, 70% before shipment. For orders above $20,000, request 30% deposit and 70% against B/L copy (you pay the balance only after goods are on the vessel). For first orders, factories rarely accept net-30 or net-60 terms.

Packaging: Standard bulk packaging is 25 kg HDPE drums or 200 kg steel drums. Specify if you need smaller packaging (5 kg or 10 kg containers) for your production workflow. Repackaging adds $0.50-$1.50 per kg.

Lead time: Standard production is 15-25 days for existing formulas. Custom blends require 25-35 days including stability testing. Confirm the production start date is tied to deposit receipt, not order date.

Step 4: Place the Purchase Order

Issue a formal PO including:

  • Product name, CAS numbers if applicable, and specification reference
  • Quantity in kilograms with acceptable tolerance (typically +/- 5%)
  • Unit price, total amount, currency, and Incoterm
  • Payment schedule
  • Production and shipping deadlines with late-delivery penalties (1-2% per week is standard)
  • Packaging and labeling requirements
  • Required documents: commercial invoice, packing list, SDS, certificate of origin, IFRA certificate

Sign and stamp the PO. Chinese factories treat stamped documents as legally binding. Email a scanned PDF and retain the original.

Step 5: Arrange Shipping and Customs

For orders under 100 kg, air freight is practical: $6-$12 per kg, 5-8 days transit, but fragrance oils may face dangerous goods surcharges ($2-$5 per kg) if flash point is below 60C.

For orders above 200 kg, sea freight is economical:

  • LCL (less than container load): $45-$80 per cubic meter, 25-40 days transit
  • FCL 20-foot container: $1,800-$3,500 flat rate (holds approximately 16,000-18,000 kg of oil in drums)

Fragrance oils with flash points below 60C are classified as Class 3 dangerous goods (UN 1263 or UN 1993). This requires:

  • DG-certified freight forwarder
  • Proper UN packaging and labeling
  • Dangerous goods declaration
  • Additional port handling fees ($150-$400 per shipment)

Many standard fragrance oils for candle use have flash points above 90C and ship as non-dangerous goods, saving $200-$500 per shipment in surcharges.

Step 6: Customs Clearance at Destination

Prepare these documents for your customs broker:

  • Commercial invoice with HS code (3302.90 for fragrance compounds)
  • Packing list with drum counts and net/gross weights
  • Bill of Lading or Air Waybill
  • SDS for each product
  • Certificate of Origin (for preferential tariff treatment if applicable)
  • Import license or registration (varies by country; US requires no special license for non-cosmetic fragrance oils)

US import duty on fragrance compounds (HS 3302.90) is currently 0% under normal trade relations. EU duty is approximately 3.2%. Check current rates before ordering as trade policy shifts can add 10-25% in additional tariffs.

Step 7: Receiving and Quality Verification

Upon arrival, inspect within 7 days:

  • Verify drum count against packing list
  • Check for damage, leaks, or seal tampering
  • Retain a 100ml sample from each drum for your records
  • Run a quick GC-MS test if you have access to lab services ($80-$150 per sample) or send to a third-party lab
  • Compare scent against your approved reference sample

File any claims within the window specified in your contract (typically 15-30 days from delivery). Photograph all issues before opening affected drums.

Total Cost Example

For a 500 kg order of mid-range fragrance oil:

  • Product cost: 500 kg x $18/kg = $9,000
  • Packaging (25 kg drums, 20 drums): included
  • Inland freight to Shenzhen port: $150
  • Ocean freight LCL to Los Angeles: $400
  • Customs clearance and duties: $350
  • Last-mile delivery to warehouse: $200
  • Total landed cost: $10,100 ($20.20/kg)

Compare this to US distributor pricing of $35-$55/kg for equivalent quality, and the savings justify the 35-45 day total timeline.

Final Tips

Start with a 25-50 kg trial order before committing to container volumes. Verify the factory holds ISO 9001 and has export experience to your specific country. Build a relationship with 1-2 suppliers rather than splitting orders across five, as volume concentration gives you pricing power and priority production scheduling.
