HS Code Classification and Duty Rates

Essential oils fall under Chapter 33 of the UK Global Tariff. The specific heading depends on the oil type:

  • HS 3301: Essential oils (terpenic and deterpenated), including concretes and absolutes. This covers most pure essential oils such as lavender, tea tree, eucalyptus, and citrus oils.
  • HS 3302: Mixtures of odoriferous substances used as raw materials in industry. This covers fragrance oil blends and compounded aromatics.

The UK applies a Most Favoured Nation (MFN) duty rate of 2.2% for essential oils under HS 3301. Fragrance mixtures under HS 3302 carry a duty of 2.7%. There is no preferential rate for Chinese origin goods under current UK trade agreements.

VAT at 20% applies to the CIF value plus duty. For a shipment with a CIF value of USD 10,000, expect approximately USD 220 in duty and USD 2,044 in VAT (recoverable for VAT-registered businesses).

UK REACH Obligations

Under UK REACH (retained EU Regulation 1907/2006), any substance imported into Great Britain above 1 tonne per year must be registered with the HSE.   • Existing registrations: Many common essential oil constituents (linalool, limonene, citral) are already registered. Check the HSE database before incurring registration costs.

Most small and mid-size UK importers stay below the 1-tonne threshold per individual oil and rely on their Chinese supplier’s compliance documentation.

CLP Classification and Labeling

Essential oils are classified as hazardous mixtures under UK CLP. Common classifications include:

  • Skin sensitiser (Category 1): H317 — applies to most citrus oils, lavender, tea tree
  • Aspiration hazard (Category 1): H304 — applies to many terpene-rich oils
  • Aquatic toxicity (Chronic 2 or 3): H411 or H412
  • Flammable liquid (Category 3): H226 — applies to oils with flash points below 60 degrees Celsius

Labels must display the appropriate GHS pictograms, signal words, hazard statements, and precautionary statements in English. The UK responsible person’s name and address must appear on the label.

Product Safety and Intended Use

The regulatory pathway depends on how the essential oil is marketed:

As an aromatherapy or wellbeing product (consumer): Falls under the General Product Safety Regulations 2005. No pre-market approval required, but you must conduct a risk assessment and maintain technical documentation.

As a cosmetic ingredient: If sold for direct skin application or incorporated into cosmetics, it falls under UK Cosmetics Regulation (retained EC 1223/2009). You need a Cosmetic Product Safety Report (CPSR) and must notify via the SCPN (Submit Cosmetic Product Notification) portal.

As a biocidal or medicinal product: If therapeutic claims are made (e.g., “treats insomnia,” “kills bacteria”), the product may fall under MHRA jurisdiction and require marketing authorisation. Avoid therapeutic claims unless you hold the appropriate licence.

For a typical B2B shipment of essential oils from China to the UK:
