Bulk Essential Oil Packaging: Drums, Totes, and Intermediate Containers

Bulk packaging is where essential oil quality and logistics intersect. The wrong container can contaminate a 500 kg lot, fail a customs inspection, or cost thousands in damaged goods. This guide covers container choices from 1 kg samples to 1,000 kg IBC totes, with the specifications a procurement team should put on the purchase order.
The Container Ladder
Bulk essential oil packaging follows a standard size ladder:
- 1 kg and 5 kg: aluminum bottles with screw caps, for samples and small-batch production
- 10 kg and 25 kg: aluminum or HDPE drums, the workhorse for contract manufacturing
- 50 kg and 100 kg: steel or HDPE drums, common for high-volume single oils
- 200 kg: standard steel drum (the “55-gallon drum”), for citrus and high-volume oils
- 1,000 kg: IBC tote (intermediate bulk container), for annual-contract volumes
Match the container to oil value and volume. A 1,000 kg IBC of sweet orange makes sense; a 1,000 kg IBC of rose otto does not, since rose belongs in smaller, nitrogen-flushed aluminum.
Aluminum vs Steel vs HDPE
Three materials dominate, each with a use case:
Aluminum. The default for high-value and reactive oils. Lightweight, corrosion-resistant, no iron contamination, and easily nitrogen-flushed. Cost: a 25 kg aluminum drum runs USD 18-35 empty. Best for lavender, tea tree, citrus, and any oil where iron contact accelerates oxidation.
Steel (carbon steel, often epoxy- or phenolic-lined). Cheapest for high-volume, low-reactivity oils. A 200 kg steel drum costs USD 25-50 empty. Lining matters: unlined steel can catalyze oxidation in citrus and conifer oils. Specify food-grade epoxy lining for any oil with limonene, pinene, or high ester content.
HDPE (high-density polyethylene). Lightweight and cheap, but permeable to oxygen and susceptible to swelling from terpenes. Acceptable for short-storage carrier oils and some hydrosols; not recommended for neat essential oils beyond 3-6 months. A 25 kg HDPE drum costs USD 8-15.
For long-term storage of terpene-rich oils, aluminum or lined steel is the spec; HDPE is a false economy past six months.
UN Ratings and Dangerous Goods
Many essential oils are classified as dangerous goods for transport:
- UN 1169 (extracts, aromatic, liquid) for many blends
- UN 1993 (flammable liquid, n.o.s.) for high-flash citrus and conifer oils
- UN 3082 (environmentally hazardous substance, liquid) for oils with aquatic toxicity (most citrus, tea tree, eucalyptus)
The container must carry a UN specification mark (for example, “UN 1A1 / Y1.4 / 250 / 25 / CN / XYZ”) certifying it passed the relevant tests for the packing group (I, II, or III). Most essential oils ship as Packing Group II or III.
Air freight is stricter than ocean: a citrus oil that ships non-restricted by sea may still face IATA limits. Confirm the SDS Section 14 classification before booking, and require a UN-certified container matching it.
Closures, Liners, and Headspace
Bulk drum closures matter as much as the drum:
- Bung closures: 2-inch and 3/4-inch NPT bungs on steel drums; specify PTFE-faced or EPDM gaskets, not bare rubber.
- Ring-closure lids: open-head drums with a bolt ring, used for viscous oils and absolutes. Specify a food-grade EPDM gasket.
- Aluminum screw caps: with PVDC or PE faced wads for aluminum bottles.
Headspace should be minimized (under 5% of volume) and ideally nitrogen-purged before sealing. Headspace oxygen drives oxidation during ocean freight, where container temperatures can hit 60 C. Specify nitrogen flush at fill for any oil with a peroxide specification.
IBC Totes
For 1,000 kg volumes, IBC totes (typically 1,000 L capacity, 1200 x 1000 mm footprint) come in two configurations:
- HDPE bottle in galvanized steel cage: standard for non-aggressive liquids. Cost USD 150-300 new, USD 80-150 reconditioned.
- Stainless steel IBC: for high-purity or reactive oils, reusable for 10+ years. Cost USD 2,000-5,000.
Citrus and conifer oils can stress-crack HDPE over months. For annual-contract citrus programs, stainless IBCs or HDPE bottles with a fluorinated barrier layer are worth the premium. Specify a UN rating matching the oil classification, and a bottom valve of PP or stainless with a PTFE seat.
Filling Tolerances and Weighing
Specify fill tolerance by container size:
- 1-5 kg: +/- 0.5%
- 10-25 kg: +/- 1%
- 50-200 kg: +/- 1%
- 1,000 kg IBC: +/- 0.5%
Require gravimetric filling with calibrated scales and a printed weight ticket per drum. Volume-based filling introduces density error across temperature; weight is the only defensible measure.
Labeling and Documentation
Each bulk container should carry:
- Product name and botanical name
- Lot number, fill date, and net weight
- UN number, proper shipping name, packing group, and UN mark
- GHS pictograms, signal word, and H/P statements per SDS
- Manufacturer name and emergency contact
- “Keep cool, dry, away from light” handling note
Documentation per shipment:
- Certificate of Analysis with lot-specific results
- SDS in the destination market format (US OSHA, EU CLP, etc.)
- Dangerous goods declaration (DGD) if applicable
- Certificate of origin
- Packing list with container serial numbers tied to lots
Storage Conditions on Arrival
- Temperature: 15-25 C ideal, never above 35 C long-term
- Light: no direct sunlight; UV degrades most oils within weeks
- Orientation: drums upright, bungs at 9 and 3 o’clock to keep gaskets wetted
- Stock rotation: FIFO, citrus and conifer oils within 12 months, florals and woods within 24-36 months
- Segregation: away from oxidizers and strong odors
A 25 kg drum of lavender stored at 35 C in a sunny warehouse fails its peroxide spec within six months.

Bulk packaging is logistics, chemistry, and regulation in one line item. Specify it like all three.
