Room Spray Flammability Classification: Aerosol vs Pump Spray
Room sprays are one of the most heavily regulated fragrance formats because they combine a flammable liquid with a mechanism that turns it into a mist. The classification of an aerosol room spray follows a completely different regulatory path from a pump spray, even when the liquid inside is identical. B2B buyers who confuse the two frameworks face mislabelled products, rejected shipments, and CLP enforcement actions.
Two Regulatory Frameworks
- Aerosol dispensers are regulated as a discrete product class under UN1950, with classification driven by the Aerosol Dispensers Directive 75/324/EEC in the EU and 49 CFR 173.306 in the US.
- Pump sprays (mechanical, non-pressurised) are regulated as flammable liquids under GHS / CLP and DOT Class 3, with classification driven by flash point.
The same ethanol-based fragrance at 70 percent alcohol by volume is a Category 1 aerosol in a pressurised can and a Category 2 flammable liquid in a pump bottle. The labels, packaging, transport documents, and warnings differ accordingly.
Aerosol Classification (UN1950)
Aerosols are classified by three tests defined in the UN Manual of Tests and Criteria, Part III, section 31:
- Ignition distance test — for spray aerosols, measuring how far a flame propagates from the actuator.
- Enclosed space ignition test — measuring time-to-ignition and pressure rise in a 200 L drum.
- Aerosol foam ignition test — for foam products.

Most ethanol-based room spray aerosols fall in Category 1. Hydrocarbon-propellant blends (butane, propane, isobutane) are also Category 1 because the propellant itself is highly flammable.
Heat of Combustion
The heat of combustion is calculated or measured per ISO 13943 and reported in kJ/g. It determines whether a non-flammable propellant such as compressed air or nitrogen can downgrade the category. A formulation with a low heat of combustion and a non-flammable propellant may qualify as Category 3, but this is rare for fragrance products.
Pump Spray Classification (Flammable Liquid)
Pump sprays are classified by flash point and initial boiling point under GHS / CLP:

A 70 percent ethanol pump spray typically flashes around 17 degrees Celsius and is Category 2 (H225 Highly flammable liquid and vapour). A glycol-ether-based pump spray with a flash point of 85 degrees Celsius is Category 4 and may carry no flammable pictogram in some markets.
Test Methods Buyers Should Require
- Flash point — ASTM D93 or ISO 2719 closed cup, on the finished pump spray liquid.
- Initial boiling point — ASTM D86 or ISO 3405.
- Aerosol ignition distance — per UN Manual of Tests and Criteria, Part III, 31.4.
- Aerosol enclosed space ignition — per UN Manual of Tests and Criteria, Part III, 31.5.
- Heat of combustion — ISO 13943 or ASTM D240.
- Sustained combustibility — UN Test L.2, where relevant for borderline products.
Labelling and Documentation
A compliant room spray file should include:
- CLP-compliant label with the correct pictogram (GHS02 flame), signal word, and H/P statements.
- Aerosol-specific warnings for pressurised products: “Do not pierce or burn, even after use,” “Protect from sunlight,” “Do not expose to temperatures exceeding 50 degrees Celsius.”
- SDS Section 14 stating UN1950 with the correct category for aerosols, or UN1170 / UN1993 with packing group for pump sprays.
- Child-resistant and tactile warnings where required by CLP Article 35 and Annex II.
- UFI notification to EU poison centres for hazardous mixtures.
Pass/Fail Criteria at a Glance
- Aerosol with ignition distance above 75 cm: Category 1, full H222 labelling.
- Aerosol with no flame propagation and heat of combustion below 20 kJ/g: Category 3, reduced labelling.
- Pump spray flashing below 23 degrees Celsius: Category 2 flammable liquid, H225.
- Pump spray flashing 60 to 93 degrees Celsius: Category 4, H227 only.
Common Buyer Mistakes
- Using the pump spray SDS for an aerosol version of the same fragrance.
- Forgetting that nitrogen-propellant aerosols can still be Category 1 if the concentrate is flammable.
- Shipping aerosols by air without verifying IATA Packing Instruction 203 limits.
- Omitting the heat of combustion calculation when claiming a non-flammable aerosol category.
Closing Note
Aerosol and pump spray room sprays are different products in the eyes of regulators, even when the fragrance is identical. Buyers who require format-specific classification reports, ignition distance testing for aerosols, and closed cup flash point data for pump sprays avoid the most common labelling and transport errors.
