Reed Diffuser Transport Classification: UN Numbers and Packing Groups
Reed diffusers look harmless on a retail shelf, but most of them ship as regulated dangerous goods. The base solvent is usually a low-flash-point liquid such as dipropylene glycol methyl ether, isopropylidene glycerol, or a hydrocarbon blend, and once the flash point drops below 60 degrees Celsius the product enters Class 3 of the UN Model Regulations. B2B buyers who misunderstand this classification face delayed containers, rejected air shipments, and customs holds.
The Two UN Numbers That Matter
Almost every reed diffuser falls under one of these entries:
- UN1266 — Perfumery products with flammable solvents. This is the most common entry for finished reed diffusers and includes a special provision (SP 216) that exempts small consumer-packaged products under specific conditions.
- UN1993 — Flammable liquid, n.o.s. Used when the formulation does not fit the perfumery definition, for example a high-hydrocarbon base with little or no fragrance concentrate.
Bulk fragrance concentrate shipped separately may also fall under UN1169 (Extracts, aromatic, liquid) or UN1993, depending on composition.
How the Classification Is Determined
The classification chain follows the UN Model Regulations and modal codes (ADR for road, IMDG for sea, IATA DGR for air):
- Flash point by closed cup method (ASTM D93, ISO 2719, or ISO 3679). Below 60 degrees Celsius = Class 3 candidate.
- Initial boiling point. Below or equal to 35 degrees Celsius pushes the product into Packing Group I.
- Viscosity. Low viscosity, high flash point blends may qualify for the viscous flammable exemption under SP 186.
- Toxicity and corrosivity screening. Determines whether a subsidiary risk label is needed.
Packing Group Assignment

Most finished reed diffusers using IPG (isopropylidene glycerol) bases fall in Packing Group III with flash points around 80 to 110 degrees Celsius, which can exempt them from full Class 3 regulation but still requires documentation. Alcohol-forward or DPGME-heavy blends often fall in Packing Group II.
Limited Quantity and Excepted Quantity Exemptions
For consumer-packaged diffusers, the most useful exemptions are:
- Limited Quantity (LQ) under IMDG Chapter 3.4 and ADR 3.4. Inner packagings up to 5 L for PG II or 5 L for PG III, in outer cartons up to 30 kg gross, ship with reduced documentation and a simple LQ diamond mark instead of full dangerous goods paperwork.
- Special Provision 216 for UN1266 perfumery products, which can exempt finished retail units from many Class 3 requirements when packed in inner packagings not exceeding 5 L.
- IATA Section II for small air shipments, typically limited to 1 L per inner packaging for PG III, with stricter limits for PG II.
Air freight is the strictest mode. Many reed diffusers that ship freely by sea are forbidden or heavily restricted by air, particularly PG II blends.
Documentation Buyers Should Require
A compliant export file for reed diffusers should include:
- MSDS / SDS in the destination country format (GHS Rev. 9, OSHA HCS, EU CLP, or China GB/T 16483), with Section 14 stating the UN number, packing group, and modal classifications.
- Transport classification report citing flash point test method, boiling point, and the regulatory basis.
- Dangerous Goods Declaration (DGD) for full-regulation shipments, or a Limited Quantity declaration for LQ cartons.
- Air Waybill notation “Dangerous Goods as per attached DGD” or “Not Restricted” with the supporting classification report attached.
- UN-certified packaging marks when full regulation applies (UN 4G/Y or similar).
Pass/Fail Criteria at a Glance
- Flash point greater than 60 degrees Celsius and not otherwise hazardous: not regulated as Class 3.
- Flash point 23 to 60 degrees Celsius: PG III, eligible for LQ in most modes.
- Flash point below 23 degrees Celsius: PG II, restricted by air, full documentation by sea.
- Initial boiling point below or equal to 35 degrees Celsius: PG I, generally forbidden on passenger aircraft.
Common Buyer Mistakes
- Treating “natural” or “botanical” bases as automatically exempt. Many terpene solvents flash below 50 degrees Celsius.
- Reusing one SDS across markets without modal updates.
- Shipping PG II diffusers by air under Section II limits that apply only to PG III.
- Forgetting that the reeds, cap, and gift box do not change the classification of the liquid.
Closing Note
Transport classification is a documentation discipline more than a chemistry problem. Buyers who require a closed cup flash point certificate, a written classification rationale, and mode-specific SDS Section 14 entries on every reed diffuser SKU avoid the vast majority of customs and carrier rejections.
